The Government has issued Resolution No. 139 to implement National Assembly Resolution 198/2025/QH15, aiming to promote private sector development through regulatory and infrastructure reforms.
By the end of 2025, ministries must review and remove overlapping, inconsistent, and unnecessary business regulations. The goal is to reduce administrative procedures, compliance costs, and business conditions by at least 30%.
Ministries are urged to accelerate digital transformation, shift from licensing to self-declaration mechanisms, and enhance post-inspection processes, with full implementation expected by 2026.
In terms of land access, the Ministry of Agriculture and Environment will complete the National Land Database and connect it with other databases. The Ministry of Finance will revise regulations to reserve land for high-tech, SME, and startup projects, and propose a 30% land rental fee reduction for eligible private enterprises in their first five years.
Localities must publish land-use plans online, speed up site clearance, and cut land approval times by 30%.
